General Manual for the Use and Maintenance of Housing

Description

In recent years new ways of operating have been implemented
in the construction market, based on quality assurance systems
that seek to cover all stages of the building process,
from the promotion and commission of the project to the use,
maintenance and conservation of the building, thus giving rise to a new
concept that will govern the future of housing quality.
Reflection on quality implies a thermometer of social well-being
and its discussion arises when quantitative issues become
resolved. Thus, after the urgent need to build housing,
the Ministry of Public Works and Transport is considering committing to
decisive commitment to quality. Clear evidence of this are the chapters
specifically devoted to Housing Quality, both in the
II Andalusian Housing and Land Plan and in the III Plan, currently in
force, which have resulted in work of inestimable
value in favor of comprehensive quality, such as this manual presented here.
The experience accumulated after several years in the rehabilitation
of the existing housing stock allows us to draw, among other
conclusions, that it is essential to maintain and conserve the real estate
heritage to optimize economic resources and increase
the level of user satisfaction. To achieve this, a
change of mindset both within Public Administrations and
among users, technicians and developers that ends the prevailing passivity
regarding the use, maintenance and conservation of
residential buildings.
